CLAUDE.md の「コンペ開始時の把握フェーズ（学習コードを書く前に必ず実施）」を機械的に進めるための手順。 Simulation コンペ（エージェントを提出して対戦させる型。Lux AI / ConnectX / Halite など）にも対応。simulation の場合は固定 train/test が無いため、タスク定義・評価指標・提出形式の各項目に simulation 用の注記を加える（下記）。
