Use this skill when the user asks about driver fitness-for-duty programs — pre-trip readiness assessment, recognizing impairment from drugs/alcohol/medication/fatigue/mental health, refusing assignments when unfit, supervisor training on fitness assessment, FMCSA recommendations on duty status determination, and how to handle a driver who appears unfit. Reference 49 CFR 392.3 + 392.4.

A driver may be technically qualified (DOT medical, current CDL, etc.) but still unfit to drive a specific shift. This skill covers how to assess + manage fitness for duty.
Each affects driving differently; some are temporary, some require longer intervention.
Before each shift, a driver should mentally check:
If "no" to any: driver should report to supervisor + decline shift OR document.
A supervisor (dispatcher, safety manager) interacting with a driver before shift should observe:
If concerns arise, supervisor has the right + responsibility to:
Per 49 CFR 382.307, supervisors can require a drug + alcohol test if they observe articulable signs:
Documentation must:
Test conducted as soon as practicable.
If a driver tells supervisor "I'm not fit to drive today":
A culture that punishes self-reporting destroys safety. A culture that supports it = top performer.
Common scenario:
Options:
Supervisor should never let a driver they believe is unfit operate the vehicle.
Common medications affecting driving:
| Medication | Concern |
|---|---|
| Opioid pain meds | Drowsy, slow reaction time |
| Sleep aids (Ambien, etc.) | Carry-over effect; even next morning |
| Antihistamines (Benadryl, etc.) | Drowsy, blurred vision |
| Beta blockers | Reduced alertness in some |
| Antidepressants | Initial weeks may affect alertness |
| Anti-anxiety meds (Xanax, etc.) | Reduced alertness |
| Marijuana (any state, even legal) | Federal disqualification + impairment |
| Migraine medications | Variable |
DOT medical examiner can provide guidance. Driver should self-disclose new medications + check with examiner.
A driver taking medications that may affect driving must:
Severe mental health episodes affect fitness:
Carrier should:
A driver in mental health crisis returning to duty should have medical clearance.
Before authorizing a shift:
□ Driver appearance normal?
□ Driver alert + responsive?
□ No smell of alcohol or drugs?
□ Driver self-reports fit?
□ Last shift HOS compliance verified?
□ Medical cert current?
□ Drug test status: NEGATIVE (no prohibited status)?
□ Clearinghouse status: NOT PROHIBITED?
□ Cab + truck in safe condition (DVIR)?
□ Route briefing if unfamiliar?
□ Weather + traffic conditions noted?
□ Driver acknowledges all above
If a driver:
= termination may be appropriate. Document everything.
X3 doesn't replace human fitness assessment. The X3 dashboard surfaces medical cert expiry, prior incident patterns, and ELD-detected fatigue signals — but the ultimate "fit to drive" decision rests with the driver + supervisor.
For training: walk supervisors through:
Strong supervisor training reduces preventable accidents.
