Use this skill when the user asks about US-Canada cross-border CMV operations — CVOR (Commercial Vehicle Operator's Registration), NSC (National Safety Code), Ontario / Quebec / BC specific rules, US carrier obtaining Canadian operating authority, FAST card for drivers, customs (CBSA), Health Canada hazmat, and how Transport Canada equivalents differ from US FMCSA. Reference USMCA + Transport Canada NSC 14.

Canada has different regulatory frameworks than the US. Most provinces issue their own commercial operating authority, separate from federal regulations. This skill walks through what changes when a US carrier hauls into Canada or a Canadian carrier hauls into the US.
Unlike US (which has federal FMCSA), Canada's commercial vehicle regulation is provincial, coordinated by Transport Canada under the National Safety Code (NSC):
| Province | Authority | Equivalent to US |
|---|---|---|
| Ontario | CVOR (Commercial Vehicle Operator's Registration) | USDOT number |
| Quebec | Permis Spécial / OMS registration | USDOT |
| BC | NSC (with provincial Commercial Vehicle Safety Enforcement) | USDOT |
| Alberta | Transport License Plate (TLP) + Safety Fitness Certificate | USDOT |
| Saskatchewan | Safety Fitness Certificate | USDOT |
| Manitoba | Safety Fitness Certificate | USDOT |
| Atlantic provinces (NB, NS, PEI, NL) | NSC | USDOT |
A US carrier hauling into Canada often must register in each province operated. Most use the NSC-14 Carrier Profile as the federal-equivalent identifier.
For long-haul operations into Canada:
Canada does NOT require a separate driver work visa for short-term CMV operations from US.
When crossing into Canada:
| Area | US Standard | Canadian NSC |
|---|---|---|
| HOS limits | 11/14/60-70 | 13 hours driving / 14 hours on duty / 70 hours / 7 days OR 120 / 14 days |
| ELD mandate | Required for most | Required since 2021 (Federal); some provinces phased in |
| Driver Qualification | DQF per 49 CFR 391 | Province-specific, similar concepts |
| Drug & Alcohol | 49 CFR 382 + 40 | Federal D&A regulations + provincial |
| Vehicle Inspection | DVIR + Annual | Pre-trip + Annual (province-specific) |
| Insurance Min | $750K-$5M | C$1M minimum + province-specific |
Note: Canadian HOS allows 13-hour driving, not 11 like the US.
Transport of dangerous goods in Canada follows the Transportation of Dangerous Goods (TDG) Regulations under Transport Canada, separate from US 49 CFR 171-180.
US carriers carrying hazmat into Canada must:
Hazmat classification may differ slightly between US 49 CFR + Canadian TDG; verify each shipment.
The FAST (Free and Secure Trade) program covers US-Canada AND US-Mexico borders:
Available for individual drivers + carrier programs.
X3 is US-focused. Customers expanding into Canada should consult:
X3's forms.html doesn't currently have Canadian-specific forms; that's a v2 feature.
