49 CFR § 395.1(b) allows up to 2 additional driving hours beyond the 11-hour limit AND extends the 14-hour duty window by up to 2 hours when adverse driving conditions could not have been known when the driver started.
Per the regulation:
All conditions must be unforeseeable at dispatch — could not reasonably have been known when the trip began.
Driver must note "adverse conditions" on RODS with specific facts:
Vague "weather" without specifics typically fails roadside scrutiny.
HOS module Compass nudge: "Driver Ricardo encountered adverse conditions on I-40. Adverse-conditions extension is available — Compass drafted the RODS annotation citing § 395.1(b) and the specific weather event. Approve to send to driver's ELD."
