Continuous MVR Monitoring vs Annual Pull

Annual MVR pulls under § 391.25 satisfy regulation. Continuous monitoring goes further — surfacing violations within hours of conviction. Worth the cost? Depends on fleet size + risk profile.

Annual MVR (regulatory minimum)

  • Pull MVR within 12 months of hire/last review
  • Cost: $3-25 per pull (state-dependent)
  • Annual driver's certificate of violations + MVR review documents compliance

Continuous monitoring

  • Daily check against state MVR database
  • Alert sent within hours of conviction posting
  • Cost: $4.95-9/driver/month (SambaSafety, Foley, others)
  • Annual cost: ~$60-108/driver

When continuous monitoring pays off

  • Fleets with safety incentives (driver-of-the-year, performance bonuses)
  • High-CSA carrier — need violation alerts to be reactive
  • Hazmat or high-risk operations
  • Insurance carrier discount for continuous monitoring (some insurers offer)
  • Driver shortage market — quick intervention prevents losses

When annual is sufficient

  • Smaller fleets where personal knowledge of drivers
  • Strong driver-of-the-year discipline (drivers self-report)
  • Low-margin operations where the monthly cost doesn't pay off

Major continuous monitoring providers

  • SambaSafety — largest, full state coverage, real-time alerts
  • Foley Carrier Services — bundled MVR + DQF management
  • Driver iQ — fleet-focused
  • HireRight DAC — also handles employment + criminal

How to implement

  1. Get driver consent for continuous monitoring (form)
  2. Subscribe to provider service
  3. Provider monitors state DMV records
  4. Alert workflow: SMS/email to safety director
  5. Investigation + driver coaching/correction action

Compass integration

Compass MVR module connects to SambaSafety, Foley, and Driver iQ. Alerts flow directly into the carrier's notification system. Compass can also pull annual MVRs from state portals for carriers staying on the annual model.

How Compass surfaces this

This skill is searchable in Compass Ask and runs against the carrier's actual fleet data when invoked from the relevant tracker. Read-only; no actions taken without explicit user approval.
