Used Vehicle Compliance Verification at Purchase

A used vehicle should be inspected and verified compliant before integrating into the fleet. Hidden issues become carrier liability immediately.

Pre-purchase inspection

  • Annual DOT inspection on file (within 12 months)
  • Recent service records
  • Title clean (no salvage, no flood)
  • Mileage verification
  • Inspection report from independent mechanic

Documents to obtain

  • Annual inspection certificate
  • Service history (oil changes, brake work, major repairs)
  • Title (clean)
  • VIN check (CARFAX or equivalent for commercial vehicles)
  • Prior carrier's DOT number history (to check for major incidents)

Hidden issues to look for

  • Frame damage hidden by paint
  • Engine block welding or shoddy repairs
  • Brake friction surface excessive wear
  • Tire age (DOT date code) regardless of tread
  • Suspension wear (especially leaf springs)
  • Wheel-end leaks not addressed
  • Lighting fixtures recently swapped

Post-purchase actions

  1. Full DOT inspection by your mechanic
  2. Brake adjustment check
  3. Tire age verification (consider re-tiring soon)
  4. Maintenance file setup (start fresh with PM schedule)
  5. Lighting + reflector verification
  6. ELD installation (if needed)
  7. Annual inspection if more than 12 months old

What NOT to skip

  • Verify VIN matches title and registration
  • Verify accident history (police record, insurance claim history)
  • Verify any FMCSA violations against the vehicle
  • Verify previous carrier had no compliance issues

Compass onboarding for used vehicles

Compass Vehicles module:

  • New-vehicle wizard for purchase + integration
  • PM schedule starts fresh
  • Annual inspection due date set
  • Maintenance history can be imported (CSV) if available from seller
  • Inspection record + DataQ flags pre-loaded for prior incidents

CFR citations

  • 49 CFR § 396.3
  • 49 CFR § 393

How Compass surfaces this
