Discovers the core attributes of the current code repository and its projects — languages, frameworks, tooling, and where things live — and writes a concise reference section directly into the project's AGENTS.md or CLAUDE.md for other skills, agents, and hooks to consume. Use when scanning, analyzing, or detecting the project's technology stack, build tools, or repository structure. Does not create or update project documentation — use project-documentation for writing feature or system docs.

Handle stale local cache when external service loses/resets data. Use when: (1) Token refresh fails with "not found" or 404 errors, (2) Cached identifiers (pubkeys, user IDs) don't exist on external service anymore, (3) External service was reset/migrated but local cache has old values. Pattern: detect 404 specifically, delete stale cache entry, recreate on external service, update cache with new values. Complements local-cache-idempotency-fallback skill.

Fix JavaScript regex failures when matching CJK (Chinese/Japanese/Korean) text using \b word boundaries. Use when: (1) Regex pattern with \b silently fails to match Japanese, Chinese, or Korean text, (2) Pattern works for Latin/ASCII text but not CJK, (3) hasDriverLicenceCue or similar text-detection function returns false for CJK input despite correct characters, (4) inferIssuerFromTitleText or pattern-matching functions fail on non-Latin scripts. Root cause: JavaScript \b only recognizes [a-zA-Z0-9_] as "word characters" — CJK characters are classified as \W (non-word), so \b before/after CJK always sees a non-word/non-word boundary and fails to match.

Fix PostgreSQL deadlock errors caused by concurrent schema initialization in worker processes. Use when: (1) psycopg2.errors.DeadlockDetected during CREATE INDEX/TABLE IF NOT EXISTS, (2) Multiple Cloud Run jobs, Kubernetes pods, or worker processes start simultaneously, (3) Error shows "Process X waits for RowExclusiveLock... blocked by process Y", (4) init_schema() or migration code runs at worker startup. The key insight: "IF NOT EXISTS" is NOT truly concurrent-safe - PostgreSQL still acquires locks that can deadlock.
