Smart Code Discovery & Basinfy Protocol

• Auto-detection: Checks whether .basinfy/ exists in the workspace.
• When .basinfy/ is present: Prioritizes the Basinfy Smart Indexing Protocol (basinfy_prepare_edit, basinfy_locate, basinfy_search, basinfy_read, basinfy_impact) over brute-force search.
• Fallback: Gracefully uses standard IDE/LLM tools (Grep, ipgrep, Glob, Read) when .basinfy/ is not present.
