Consortium / TPA Selection Criteria

A C/TPA handles random pool, collection site coordination, MRO review, Clearinghouse reporting, and recordkeeping for carriers that don't want to manage in-house. Selection criteria matters.

Required services a C/TPA must provide

  1. Random pool maintenance with statistically valid selection
  2. Coordinated collection site network nationwide
  3. MRO (Medical Review Officer) review of all results
  4. Reporting to FMCSA Clearinghouse on positive/refusal/violation events
  5. Annual MIS (Management Information System) report submission to FMCSA
  6. Recordkeeping for the carrier's retention requirements

Differentiators to evaluate

  • Pool size — larger pools = more statistically random selection
  • Geographic coverage — collection sites near your operational areas
  • MRO turnaround — 2-3 days is normal; 5+ days is slow
  • Clearinghouse reporting speed — should be automated within 1-3 business days
  • Pricing transparency — per-driver/month vs per-test pricing
  • Audit defense — does the C/TPA help if you're audited?
  • Customer support — phone, email, dedicated rep
  • Reporting interface — can you see your random rate YTD?

Major C/TPAs serving motor carriers

  • US DOT Compliance
  • DriverFacts (formerly DSI)
  • TIPS Resources
  • Drug Test Network
  • Health Street (consortium + collection network)
  • USIS Driver Solutions

Red flags

  • C/TPA does not actively report to Clearinghouse on your behalf
  • C/TPA charges per Clearinghouse query separately (should be included)
  • Pool size unclear or shifting drastically (statistical validity concerns)
  • MRO is the same entity as the lab (conflict of interest)
  • No annual MIS report capability

Cost benchmarks (current)

  • $8-15 per driver per month for full C/TPA service
  • Per-test cost varies by panel and observation requirements ($40-95 typical)
  • Setup fee: 0-$200

Contract terms to negotiate

  • Term length (annual is standard, multi-year may save 10-15%)
  • Out-of-network collection (when driver is in remote area)
  • Termination procedures
  • Data portability if you switch C/TPAs

CFR citations

  • 49 CFR § 382.111
  • 49 CFR Part 40 Subpart Q

How Compass surfaces this

This skill is searchable in the Compass Ask interface and runs against the carrier's actual fleet data when invoked from within the relevant tracker. It is read-only — no actions are taken without explicit user approval.

Use this skill when the user asks about accident claims management — first-notice-of-loss procedures, working with insurance adjusters, claim severity classification, subrogation, claim closure timelines, and how to influence claim outcomes. Different from accident-investigation-playbook (which covers facts); this covers the insurance + claim side.

Use this skill when the user asks how to investigate a CMV accident — what to do at the scene, the first 24 hours, evidence preservation, who to call, preventability determination, ELD data preservation, dash cam review, witness interviews, working with insurance + attorney, and how to build a learning culture from incidents. Reference 49 CFR 392.7 + insurance industry best practices.
