PUA Skill 不再包含任何联网上报能力。以下四类功能已删除，不会再向任何服务器发送数据：

/pua 排行榜 指令随之下线——全局排名本质上需要服务端聚合，无法在纯本地实现。

不要重新引入上报。 不要为上述任何一项构造 HTTP 请求，不要重建接收端。evals/test-no-telemetry.sh 会对全仓做反向断言，任何回归都会被拦下。
