NASA Human Systems Integration (HSI) Practitioner's Guide (NASA/SP-2015-3709)

Source: NASA (US Government work, public domain) | Chapters: 9

When to use

Use this skill when planning, scoping, or executing HSI within a NASA systems engineering lifecycle — from first concept studies through decommissioning. It answers "when do I do what", "what products are due at which milestone", and "how do I scale HSI to my program size." It is the practitioner's process companion, not a human factors design reference; for specific ergonomic or human performance standards, consult NASA-STD-3001 and the HIDH directly.

Prerequisites: none — plain Markdown; no MCP server, API key, or licence tier needed at runtime.

How to Use This Skill

  • Without arguments — load the core frameworks below and the HSI lifecycle overview.
  • With a topic — ask about ConOps, function allocation, HSI Plan, HITL testing, crew time KPP, COTS screening, V&V pre-declaration, lessons learned; I read the relevant chapter.
  • With a phase — ask about "Pre-Phase A", "Phase B", "Phase D", "Phase E"; I provide the HSI activities and milestone deliverables for that phase.
  • With a chapter — ask for ch01 through ch09.

Core Frameworks & Mental Models

1. Four HSI Key Concepts (Ch 1)

  1. System = hardware + software + human — all three sub-systems have equal standing.
  2. All personnel, all lifecycle — users, operators, maintainers, trainers, logistics, ground control.
  3. Integration and collaboration — HSI resolves cross-domain conflicts before program management must engage.
  4. Early is mandatory — LCC is locked in during early phases; Pre-Phase A HSI yields the greatest cost savings.

2. NASA HSI Domains (Ch 1)

DomainCore Focus
Human Factors Engineering (HFE)Capabilities/limitations → hardware/software design
Operations ResourcesFlight and ground crew operations planning
Maintainability and SupportabilityMaintenance design, logistics, spares
Habitability and EnvironmentLiving/working conditions, health, environment
SafetyHazard controls, human rating, survivability
TrainingInstructional design, training resource minimisation

3. HSI in the Systems Engineering Engine (Ch 3)

HSI runs in lock-step with the 17 NASA SEE processes (NPR 7123.1B). Key mapping:

  • SEE 1–4 (Design): ConOps, function allocation, requirements, HITL-informed design
  • SEE 5–9 (Realization): Prototyping, integration, HITL V&V, operations transition
  • SEE 10–17 (Management): HSI plan, risk management, metrics, milestone reviews

4. Lifecycle Phase HSI Activities Summary

PhaseGatePrimary HSI Actions
Pre-Phase AMCRConOps draft; function allocation; MOEs; HSI planning initiated
Phase ASRR/SDRConOps baseline; HSI team formed; requirements baseline; MOPs/TPMs
Phase BPDRHITL intensified; requirements refined; V&V framework established
Phase CCDR/PRR/SIRDesign finalised; production/training plans; V&V activities maturing
Phase DTRR/SAR/ORR/FRRV&V closure; Human Rating Certification Package; operational products
Phase EPLAR/CERR/PFAR/DRIn-mission monitoring; lessons learned; sustaining engineering
Phase FDRRDecommissioning support; final knowledge archiving

5. HSI Metrics Cascade

MOE (stakeholder satisfaction criterion, Pre-Phase A) → MOP (engineering-level measure, Phase A) → TPM (tracked margin, Phase A through Phase E) → KPP (program-level threshold/objective, e.g. crew time ≤40%/≤35%)

6. HSI Scaling (Ch 7)

ScaleSafetyHuman InvolvementPlan Format
LargeCategory I / human-rated / life-sustainingTight coupling; crew "lives in the product"Standalone HSI Plan
MediumCategory II / modest riskModerate coupling; crew essentialHSI in SEMP
SmallCategory III / low riskLoose coupling; some automationProject documents

Rule: Scale by safety and human involvement, NOT by budget.

7. HSI Plan Structure (Ch 8, Ch 9)

  1. Introduction (Purpose, Scope, Definitions)
  2. Applicable Documents
  3. HSI Objectives (System Description + HSI Relevance)
  4. HSI Strategy (Summary + Domains)
  5. HSI Requirements, Organisation, and Risk Management
  6. HSI Implementation (Activities, Products, Update Schedule)

8. Three Technical Authorities (Ch 2)

  • ETA (OCE) → NPR 7123.1B; engineering design oversight
  • SMA TA (OSMA) → NPR 8705.2B; safety and human-rating mandate
  • HMTA (OCHMO) → NASA-STD-3001; health and medical standards

Scope & Limits

This skill covers the NASA HSI process and management framework as documented in NASA/SP-2015-3709: HSI lifecycle phases, SEE integration, product maturity, scaling, HSI Plan structure, metrics, V&V strategy, and program case studies. It does not cover the detailed engineering design standards in NASA-STD-3001 (human factors design requirements for space systems), the HIDH human performance data, or specific HFE analysis methodologies beyond what the Practitioner's Guide itself describes. This is a US Government public domain work (NASA); no copyright restriction applies.

Signpost (not a knowledge pack) for the automotive standards landscape: ISO 26262, ASPICE, SAE J3016, UNECE R155, UNECE R156, and the NHTSA vehicle set. Contains NO source content: designation, edition, owner, status, and an official catalogue URL only. Use when you need to identify or locate an automotive standard. Most are paywalled or carry no redistribution grant and cannot be packaged; the one open path is the nhtsa-vehicle pack.

Knowledge base from DAFMAN 63-119 (15 April 2021), Mission-Oriented Test Readiness Certification. Use for continuous MOTRC replacing single-point OTRR thinking: framework/applicability, Certification Official vs PM roles, review cycle and exit criteria, certification memo/decertify gates, DT&E/contractor evidence, ITT integration and cyber resiliency, and the 31-template matrix. DAF T&E readiness process only—does not replace DoDI 5000.89, AFI 99-103, or multi-service lead policies.

Knowledge base from the DoD Systems Engineering Guidebook (OUSD R&E, February 2022). Use for the DoD SE process model — the 16 SE processes (8 technical management + 8 technical) mapped to ISO/IEC/IEEE 15288, the event-driven technical reviews and audits across the Major Capability Acquisition life cycle (ASR, SRR, SFR, PDR, CDR, SVR/FCA, PRR, PCA), the Systems Engineering Plan (SEP), risk/issue/opportunity management, TPMs and leading indicators, system-of-systems and digital engineering, and the 24 design considerations (RAM, system safety, HSI, system security engineering, MOSA, supportability, etc.). Acquisition-program oriented: thin on detailed cost estimating, contracting law, and non-DoD or commercial life cycles.

Knowledge pack from 'Towards Digital Engineering: The Advent of Digital Systems Engineering' (Huang et al., Old Dominion University, arXiv:2002.11672, 2020). Use when reasoning about digital engineering, the DoD Digital Engineering Strategy and its five goals, the Authoritative Source of Truth, digitalization vs. digitization, digital augmentation, digitalized models, provenance, unique identification, and the four-level (vision/strategy/action/foundation) DSE research framework. Covers the conceptual/vision layer of the field. SCOPE LIMITS: this is a single ~28-page vision paper, not a methods handbook — it is thin on step-by-step procedures, tooling, case studies, and quantitative evaluation, and it predates 2020 so it does not cover later digital-engineering standards or recent AI/LLM advances. Use the sebok pack for established SE canon and MBSE depth.

Knowledge base from the DoD Digital Engineering Strategy (2018, OUSD/ODASD(SE)). Use for the Department of Defense's five digital engineering goals — (1) formalize the development, integration, and use of models; (2) provide an enduring authoritative source of truth; (3) incorporate technological innovation; (4) establish supporting infrastructure and environments; (5) transform the culture and workforce — plus their focus areas, the document-to-model and design-build-test→model-analyze-build shifts, model formalisms/provenance, governance and access control of the authoritative source of truth, and the coordinate→plan→pilot→sustain rollout. A vision-and-policy strategy, deliberately non-prescriptive. Does NOT provide a how-to method, tool tutorials, MBSE/SysML mechanics, or implementation-plan content; thin on metrics, acquisition-policy detail, and step-by-step procedure. Excludes the CAC-gated Digital Engineering Body of Knowledge (DEBoK).
